The Details
The Maybrook Trailway was constructed in Putnam and Dutchess Counties, New York. The Wesson Group formed the joint venture Arch Associates, LLC to manage tight budget constraints, meeting required performance design criteria. The joint venture was a collaboration between Harrison & Burrows Bridge Constructors & The Wesson Group and Transit Construction Corp. Arch enabled several cost-saving options which allowed The Wesson Group to deliver the project at $12 million less than the nearest competitor.
Scope of Work
Design and construct approximately 23 miles of shared use, pedestrian and bicycle, rail trail along Metro-North Railroad and three trailhead parking areas.
30% MWBE and 6% SDVOB utilization goals
Geotech investigation and survey
Maintenance and protection of traffic over many state, county, and local roads
Extensive erosion control through many areas of protected species of wildlife (bog turtle, blanding turtle, pied-billed grebe, and others)
2 full bridge replacements, including new substructures, superstructures, and deck
15 bridge rehabs with new superstructures and deck replacements
12 bridge rehabs with new guide railing
Installation of subbase and hot mix asphalt pavement
Drainage improvements including stormwater treatment
Culvert replacement, including directional drilling
Utility relocation for fiber-optic systems
Hazardous-material abatement (lead & asbestos)
Grade crossing treatments (alignment, channelizing, ADA treatments, flashing beacons, striping)
Security improvements at MTA facility (guard booths, CCTV, security fencing and landscape screening, etc.)
Trail amenities (signage, information kiosks, benches, bike racks)

The Challenge
Public projects present exceptionally high budget pressures, which requires a careful balance of meeting budgetary, design performance criteria and contract requirements. This was also an extremely sensitive environmental conservation area, with wetlands, lakes, and streams lining the trail. Special habitats for endangered species were present in multiple areas.
The Result
Through Arch Associates, LLC, The Wesson Group and team delivered 23 miles of shared use, pedestrian and bicycle, rail trail along Metro-North Railroad and three trailhead parking areas while staying within budget requirements. We also met the extremely high 36% requirement for SDVOB, minority, and female-owned businesses. This project was through extremely sensitive environmental areas that were habitat for many protected species including several varieties of turtles. We were able to be stewards of the environment and avoid issues with all stakeholders along this 23-mile corridor.
